An agent can read the public tool count and the public organization. It cannot read a private catalog, publish a business, take checkout, or see another tenant. A scan is not an opt-in.

Public read

The response is the parent organization and meta.read_only true. An unknown name returns HTTP 200 with ok false.

A business can appear in the network directory only after the owner opts in. No external assistant is claimed as a user of AXIORA.
