Ruleset v1.2.0. Engine 1.2.0. Group: Contract.
Sign-in: 8 failed attempts per email, or 30 failed attempts per source, in a rolling hour, then 429. Public scan: the same address and ruleset within 15 minutes reuses the stored job. There is no second numeric scan quota. Network directory and its API: 60 requests per minute, then 429 RATE_LIMITED. Catalog search: 60 requests per minute per direct peer, then 429 rate_limited. Other public catalog reads: this application does not implement its own quota.
Catalog GET and HEAD are safe to repeat. There is no Idempotency-Key on the public read API.
